So you're on the second round of the game, economy is either low or high and you're wanting to win. There's many ways of going about buying on the second round and this guide will help answer some of your questions or concerns about the second round.
Counter-Terrorist side:
Terrorists won the first round - The Terrorists just defeated your team with their amazing Glock-18 skills, now you're down in the dumps and things are looking pretty sore for the team. Now is the time for you to decide what to do. It all depends on whether you got some frags or none at all. If the money is sitting at $1700 or more then it's your choice on what you're going to buy now. It's also dependent on where you're playing on the site. If you're going to be playing in a close-quarters environment where the Terrorists are coming at you head on, the weapon of choice here will be the Mag-7. Its short range and high damage will make it easier for you to kill an enemy with one shot to the body. The Mag-7 is very useful on maps like Cobblestone in the "Drop down" room, here the Terrorists will be jumping down at you so you will have an easier time taking them out like a skeet shoot just remember to keep that gun reloaded and maybe have a team-mate helping you out in case things get too hectic.

Now if you're playing on a long range position and have $1700 to spare, the SSG or Scout as it's more commonly known will be the superior weapon. With one hit headshots and around 90 damage to the body this weapon will be very useful for assists and getting the enemy to low HP. Again here you can get a friend to help you out by shooting them with his pistol for the finishing shot. Let's use Cobblestone as the example again, playing on A site near the "Hut" or on the "Fountain" will be a great place to sit when using this weapon. Remember to be calm and collected when taking shots with the Scout because if you miss a shot it could mean the end of you. "Jump Scouting" is always viable and a useful skill to master if this is going to be how your buys work as a CT.
Last but not least is the new-ish Meta for second round buying. For the previous two you wouldn't have armour and would be easier to get killed but with this buy, armour is key. Kevlar + Helmet is what you're going to buy here. With the remaining amount of money you can buy what you like. Normally a Five-Seven, P250 and CZ-75 would be the guns to buy but it's up to you what you prefer. Keep in mind that the Five-Seven and P250 are one hit headshot from close range so it's much easier to get a cheeky kill and slightly destroy the Terrorist's economy. You may be wondering about Submachine guns, these aren't very viable mainly because the enemy will have armour and SMG's have low armour penetration. The only SMG I recommend buying is the UMP because the penetration is higher than the others and is an affordable gun. Pistols are better however as the high armour penetration and the chance to get a one hit headshot is there, armour is also a choice. The MP7 is another good choice but you don't have armour so you can easily get taken out by the opposing side.
Counter-Terrorists won the first round - You just smashed the terrorists down with your USP-S' and P2000s. Now it's time to buy up. But what do you get? There's a lot you can afford here dependant on the amount of frags you got in the previous round. So it's all on the player to think about where they are playing and what they can afford to lose if they do end up getting killed by the wrath of the Tec-9. It will also depend on if the Terrorists got the bomb down on round one. If they did get the bomb down then you will have to assume that they did not buy Armour and a pistol. The best choice here is to buy any submachine gun because it will completely rinse the enemy down because of their no armour and little to no resistance to your bullets. A Bizon or MP9 will do here as they are cheap and easy to use against un-armoured opponents. Try to get an Incendiary grenade and a smoke to help out with defences if you can afford it but most of the time they are not needed.
The Terrorists didn't get the bomb down on the last round and you're stacked on money. SMG's here are still viable as long as you buy the MP7, P90 or UMP-45. Each of these are good against armoured opponents and will increase your chances of taking out multiple enemies. Especially the P90, even if you get called a noob for using one. Rifles are also a good thing to buy, it can ruin your economy though so make sure you're playing carefully and not dying or you'll have no money on the third round and have the possibility of giving the enemy team an expensive and highly sought after weapon. Try to get the Famas over the two M4's if you really want a rifle, it's much cheaper and good against armoured opponents but has less of a chance of ruining your money if you do end up losing it. Remember to speak with your team, if you remember where you lost the weapon get a teammate to pick it up at the end of the round if he has a cheaper weapon so you have less of a chance of losing out on the third round.

Terrorist side:
Counter-Terrorists won the first round - This round is completely dependent on one thing and one thing only. If the bomb was planted. Thought is going to go into this round and it's all up to the team/player on what is going to happen. Now, if you got the bomb down your money should be around the $2100 mark. If it is there one of two things are going to happen. Number one is: You are going to save all of the money, keep that $2100 and rush the enemies with Glock's in hand. Now with this money that you have saved in your bank account and the bonus from the round win/loss you will have enough to full buy on round three. This means you'll have an AK-47, Armour and a couple of grenades, which are always handy. Basically if you get the bomb down on the first round you're going to want to run into the firing squad on second round so you can afford to buy on the third round. Simple really.
However, if there was no bomb plant and your money is sitting at around $1500 a similar strategy to the Counter-Terrorist side is required. On the Terrorist side second round SMG's are almost completely useless. You won't have enough to afford armour and will basically be a walking bullet magnet with no resistance to the shots that the enemy are shooting at you. The best thing to do here then is to buy the next best thing, a Pistol and Kevlar + Helmet. What pistol though? It's up to you. The Tec-9 is the most powerful with a high capacity magazine and armour penetration along with the P250 which is a great pistol and provides one hit headshots. The CZ-75 is up to whether you pick it or not, it's not as good as the other two but it is all personal preference. This round should be fairly simple, you just want to take out some CT guns and demolish their economy a little bit so the next few rounds are easier on you. Rushing is normally a good idea as the running speed and running accuracy of pistols is high so you can get some cheeky frags.

Terrorists won the first round - Taken out the Counter-Terrorists have we? Well then, what do you buy? Again your money situation depends on whether you got the bomb down or not. But it's a similar strategy to the Counter-Terrorists. Of course they're going to be buying Kevlar + Helmet so you're going to need a gun that has a lot of armour penetration. The Galil is a good call because it can take down enemies and has a larger magazine to spray down rushes if they do occur. The P90 is another good weapon to use as it has a larger magazine than most weapons, high armour penetration and is good for rushing into sites to take them quickly. An expensive rifle like the AK-47 may be a good choice if you play it safe, try not to get into the line of fire and use the range to your advantage taking out the enemies from a distance so they can't quite get that one hit headshot on you with their Pistols. Other weapons that are quite useful are the UMP-45, MP7 and the Scout. But it all depends on what you pick and how you play the game. You could even run around with a Tec-9 if you wanted to and do just as much damage.
